ERDAS Foundation 2013 is a pre-requisite that installs common-use large files and utilities. You must install ERDAS Foundation 2013 before installing ERDAS IMAGINE / LPS 2013, ERDAS ER Mapper 2013. ERDAS Foundation 2013 includes the Intergraph license manager, which need not be downloaded separately, unless you are setting up a stand-alone license manager away from your ERDAS workstations.
